# Gwinnett Home Services functionality plan

Working decisions as of October 13, 2026. The current website is a private prototype with fictional listings and browser-only data.

## Main operating model

The directory helps homeowners find relevant local providers. Its early business workflow helps RocStarr confirm listings, establish contact with owners, and offer suitable services after a separate sales conversation. A free listing and honest information confirmation do not require a purchase.

## Two confirmation paths

1. **Owner claim:** A business requests a listing claim. The request stays pending until staff checks the person's authority and the proposed public details, then manually approves or rejects it. A claim is never auto-published.
2. **Staff call:** A staff member calls the business, records the contact method, person reached, facts checked, and date, then approves the relevant information in the protected console.

Keep these distinct: confirming public contact information is not the same as confirming owner account control. Record what was checked. Do not imply licensing, insurance, job quality, or a guarantee.

## Search placement

For a relevant service and service area, display paid featured partners first with a clear “Featured partner” label; then other confirmed listings; then unconfirmed listings. Do not place a paying provider in an unrelated category or geography. The featured label is commercial, not a quality endorsement. Define placement limits and rotation before accepting payment so multiple partners can be treated predictably.

## Business profile

Keep the page focused on one provider. Use a sticky business identity/contact panel on desktop, the provider's own service cards in the scrolling content, and a map/coverage section. Do not recommend competing providers on this page in the first version. The map should reflect confirmed service-area data when available; the prototype map is only an illustrative Gwinnett view.

## Service cards

An approved owner may submit a title, description, optional starting price or range, image, and service area. Submission status begins as pending. Staff reviews accuracy and publication eligibility, then approves, requests changes, or rejects it. A card becomes public only after approval. Show “Request a quote” where reliable pricing is not provided. Do not imply live availability until scheduling is integrated.

## Protected workspace needed for launch

The real console needs staff sign-in, role-based authorization, durable records, claim evidence, a service-card queue, change history, and an audit trail for approvals. Business owners need authenticated claim access and a view of submitted, pending, and published cards. Keep commercial outreach notes private and separate from public verification records. Record opt-outs.

## Prototype boundary

The existing demo queue and new service-card preview save only to the current browser. They are for reviewing the workflow and are not secure claim or approval systems. Real leads, verified businesses, payments, and public contact actions are not connected.
